Il Ministero dell’Industria e del Commercio (MPO) ha pubblicato un secondo bando per accedere al Programma Covid Najemne. Tale strumento è volto a far si che gli imprenditori, colpiti fortemente dalle misure restrittive messe in atto dal Governo per contrastare la seconda ondata di diffusione del virus, vengano rimborsati del 50% del canone d’affitto dei loro locali commerciali. Con l’introduzione del Covid Najemne II si è allargata la platea degli aventi diritto ( ad es. venditori di mobili e tappeti), i quali possono richiedere il contributo per i canoni d’affitto di luglio, agosto e settembre. Le domande possono essere presentate dal 21 ottobre 2020, fino al 21 gennaio 2021.
Chi può richiedere il contributo:
- L’imprenditore (persona fisica oppure persona giuridica) che svolge un’attività commerciale in base alla legge sulle licenze commerciali n. 455/1991. Per lo scopo del Bando n. 2 non è considerato un imprenditore la persona che solamente affitta gli spazi commerciali (quindi non svolge l’attività di vendita al dettaglio o fornitura dei servizi per i clienti).
- Utilizza la propria sede operativa, che non è di sua proprietà, sulla base di un contratto di locazione concluso con il locatore prima del 1° luglio 2020.
- In seguito alle misure di emergenza emanate in relazione alla pandemia di COVID-19, gli è stato imposto il divieto di vendere la merce e i servizi nei punti vendita (o l’attività è stata fortemente limitata), individuate come:
- Ristoranti, café, bar, pub etc.
- Discoteche, club musicali, sale da ballo, sale giochi etc.
- Cinema.
- Congressi e altri eventi di formazione, mostre, fiere.
- Campi sportivi a gestione commerciale all’interno di edifici, palestre, centri fitness e wellness.
- Musei, gallerie, spazi espositivi (ad eccezione di teatri che rientrano nel programma COVID – Kultura).
- E gli altri, secondo il punto 2.2 del Bando n. 2.
- Non è una persona correlata con il locatore degli spazi forniti in affitto.
- Non ha nessun arretrato nei confronti di determinate istituzioni e nei confronti di determinati soggetti legati a sostegni finanziati dell’Unione Europea con scadenza entro il 30 giugno 2020.
Condizioni per accedere:
- Il richiedente (locatario/sublocatario) paga almeno il 50 % dell’affitto del periodo di riferimento. Se sono stati rinviati i pagamenti dell’affitto su richiesta del richiedente sulla base della legge 210/2020 Coll., oppure sulla base di un accordo tra richiedente (locatario/sublocatario) e locatore, si considera la condizione della prima frase per soddisfatta, se sarà pagato almeno il 50% dell’affitto del periodo di riferimento dal richiedente del sussidio, al più tardi prima della presentazione della richiesta.
- Il contributo massimo previsto per un beneficiario è di 10 milioni di CZK.
- Per le spese ammissibili supportate dal Bando 2 non sarà possibile ottenere un altro sussidio nell’ambito dello stesso periodo di riferimento.

The Ministry of Industry and Trade (MPO) has published a second call for applications for the Covid Najemne Programme. The aim of this instrument is to ensure that entrepreneurs, severely affected by Government’s restrictions to combat the second wave of the virus, are reimbursed for 50% of the rent of their business premises. With the introduction of the Covid Najemne II it has been expanded the audience of eligible ( e.g. sellers of furniture and carpets), who can apply for the rent for July, August and September. Applications may be submitted from 21st October 2020 until 21st January 2021.
Who can apply for the contribution:
- The entrepreneur (natural person or legal person) who carries out a commercial activity on the basis of the law on commercial licences n. 455/1991. For the purpose of Call n. 2 is not considered an entrepreneur the person who only rents the commercial spaces (therefore does not carry out the activity of retail or supply of services for customers).
- The enterpreneur uses a place of business, which is not his property, on the basis of a lease agreement concluded with the landlord before 1 July 2020.
- Due to the emergency measures issued in relation to the COVID-19 pandemic, the enterpreneur was banned from selling goods and services (or the activity was severely limited) at places of sale identified as:
-Restaurants, cafes, bars, pubs etc.
-Discos, music clubs, dance halls, games rooms etc.
-Cinema.
-Congresses and other training events, exhibitions, fairs.
-Commercial-managed sports fields in buildings, gyms, fitness and wellness centres.
-Museums, galleries, exhibition spaces (except theatres that are part of the COVID – Kultura programme).
-And the others, according to point 2.2 of No. 2. - The enterpreneur is not a person related to the landlord of the spaces provided for rent.
- The enterpreneur has no arrears with certain institutions and subjects linked to European Union-funded support expiring by 30 June 2020.
Conditions for access:
- The applicant (lessee/sub-agent) shall pay at least 50 % of the rent for the reference period. If rent payments have been deferred at the request of the applicant on the basis of Law 210/2020 Coll., or on the basis of an agreement between the applicant (lessee/sublocator) and the lessor, the condition of the first sentence for satisfied shall be considered, if at least 50% of the rent for the reference period will be paid by the aid applicant, at the latest before the application is submitted.
- The maximum planned contribution for one beneficiary is CZK 10 million.
- For the eligible expenses supported by Call 2 it will not be possible to obtain another grant within the same reference period.
